ACCEPTANCE OF THE ANTI-DOPING RULES
All athletes registered with AINBB at the time of registration accept the regulations in full, including all the rules relating to the execution of the anti-doping test ordered by the relevant authorities.
The athlete therefore makes himself available to perform the test at any time of the year when requested (even without notice) and during events.
The people in charge of withdrawals and the methods of payment are also automatically accepted.
sampling and the laboratory and/or approved facility for sample analysis, without prejudice to the possibility that the athlete may contact another facility recognized by the AINBB for counter-analysis.
To avoid problems with registering athletes for AINBB competitions just a few days before the event, thus avoiding the possibility of being subjected to surprise checks throughout the year, registrations must be made at least 60 days before the event. To discourage late registration, the registration fee will increase closer to the competitions, and the management reserves the right to accept or reject late registration applications.
For athletes who were already registered with AINBB, in order to ensure maximum transparency and credibility in the unannounced testing process, it has been decided that once registered, the option to undergo testing remains valid even if they have not registered for the current year. This option can only be revoked by written notification to the secretariat. This declaration exempts them from the obligation to make themselves available for anti-doping tests but removes the possibility of re-registering with AINBB for 7 years from the date of renunciation.
ANTI-DOPING CARRIED OUT AFTER THE COMPETITION
At the end of each category, the Athletes indicated by the commission are required to take a DOPING TEST.
The anti-doping test (urine sampling) will be carried out by a representative of the federation.
Two urine samples (depending on the type of analysis requested) will be collected to allow for double-checking in the event of disputes.
The sealed vials will be closed in a sterile container and sent to the laboratory
appointed by the federation.
The athlete must take the blood sample in the designated areas in the presence of designated personnel who will be authorized to check both the athlete and the areas for any risk of alteration of the organic fluid.
The samples taken during the test will be searched for all the substances included in the official IOC list, therefore all possible molecules are referred to each update of this list.
If the athlete makes therapeutic use of any of the drugs included in the list, he/she must contact
the federation in advance to establish whether or not it is appropriate for it to participate in the
competition or if a statement from your specialist doctor is sufficient.
The athlete called for the test must remain available for the blood sample until the end of the event.
ANTI-DOPING TESTS CARRIED OUT BY SURPRISE DURING THE YEAR
AINBB registered athletes are subject to further checks throughout the year.
These checks will be carried out by surprise through a draw or by lot with one of the
following methods:
1) The Athlete must present himself at the established location with the option of being accompanied, on the agreed day.
AINBB will cover the cost of pickup and travel (maximum reimbursement is second-class rail fare). 24/48 hours' notice will be required, depending on the athlete's distance from the pickup point.
2) The second option involves the athlete being subjected to blood sampling directly by a representative of the Anti-Doping Commission at their gym or home (or another location agreed upon with the Commission itself).
In this second possibility, no prior notice is required from AINBB
to the interested party; in the event of their absence from the gym or home, the person in charge of the test may decide whether to postpone it again unexpectedly or at a time to be agreed upon, but no later than 36 hours.
SANCTIONS AGAINST THE ATHLETE
The test results, in case of a positive result, will be communicated to the athlete via email and registered mail. Both contact details, whether of the private residence or of the relevant gym, are valid for ratifying the disqualification notice.
If the registered letter is not collected and the athlete cannot be reached at any of the contact details provided at the time of the test or registration, the disqualification will still be considered effective within 15 days of sending the registered letter.
From the moment of receiving the communication, the athlete has 10 days to request a counter-analysis on the second test tube by paying the full amount for the second test.
If the second test is also positive, the athlete is definitively declared positive. If the test is negative, the athlete will be reinstated in all his rights and will be reimbursed the amount relating to the second test.
Any athlete who tests positive for doping (either in the test or in the counter-test) will first be preventatively suspended from all activity related to the event until the verdict is made official. Once the verdict is made official (after the time has elapsed or if the second sample is positive), the athlete will be excluded from all competitions, from all roles during AINBB events, and from the official rankings of the competition in which the test was taken, as well as from all competitions in the current season.
The disqualification is intended to be for life unless otherwise decided by the disciplinary committee which will evaluate the extent and type of the infringement.
Athletes found positive during national selections or in competitions held abroad paid for by the AINBB will have to reimburse any expenses the federation has incurred for the international trip.
Furthermore, all athletes found positive in any AINBB competition will face a sanction whereby they will have to compensate the federation with a sum determined by the management committee which for the 2023 competitive year is set at 6,000.00 (five thousand/00) Euros.
The terms of such compensation will be set out at the bottom of a document that all athletes will sign at the time of the Test.
Any further measures beyond the federal ones will refer to the laws in force and will be implemented by the competent authorities.
If the positive Athlete is the owner of the Gym/Team/Trainer, the entire team will be excluded from AINBB competitions.
Any Athlete who refuses to undergo the test or shows up after the maximum time established for the sampling will be automatically disqualified without the need for any counter-proof, and will have to pay compensation to AINBB of €1,000.00 (one thousand/00), will be excluded from all competitions and from the official rankings of the race in which the test was carried out and from all competitions of the current season.
OTHER SANCTIONS AGAINST THE ATHLETE FOR DIFFERENT REASONS
The Athlete is also punishable by suspension from six months to one year or lifetime exclusion from competitions for any inappropriate behavior or excesses that occur during or after the event.
Suspension may also occur due to writings, images, (Social Media, Facebook) behaviors that may in any way harm or conflict with the philosophy of AINBB or the management.
The extent and application of such disqualification will be decided by the Board of Directors and the Disciplinary Committee.
Any dispute must be submitted by the registered Gym or by the individual to the final decision of the disciplinary commission.
SANCTIONS TOWARDS THE GYM OR TRAINERS
The Gym that presents an Athlete, who tests positive for anti-doping, receives a WARNING.
After the third warning, the Palestra is expelled from AINBB competitions.
The Gym may also be subject to suspension from six months to one year and a warning for any inappropriate behavior by its Athletes during competitions.
Suspension can also occur due to writings, images, or behaviors that may in any way offend or conflict with the federal philosophy.
Such measures will be decided by the appropriate federal commission; the athlete or gym retains the right to justify themselves and explain any reasons and/or behaviors.
